Overview

Pharmaceutical Research and Manufacturers of America (PhRMA) is seeking a Manager for the Federal Advocacy team to support its advocacy operations, executive communications, and stakeholder engagement efforts.

Reporting to the Chief of Staff, the Manager will provide administrative, logistical, and project management support to Federal Advocacy leadership. This position will play a key role in coordinating meetings, events, presentations, Board-related activities, executive communications, and advocacy materials that support PhRMA’s federal advocacy priorities.

The Manager will work closely with advocacy, policy, communications, membership, and executive leadership teams to facilitate effective planning and execution of meetings and events, prepare executive-level presentations and briefing materials, coordinate Board meeting preparation, and support the development of talking points, memos, and other written products.

The Manager will:

  • Monitor congressional activity, legislative developments, committee actions, and federal policy proposals affecting the biopharmaceutical industry.
  • Research and analyze health care, innovation, and other public policy issues relevant to PhRMA's advocacy priorities.
  • Prepare briefing materials, legislative analyses, issue summaries, presentations, talking points, stakeholder updates, and other written products to support advocacy and leadership engagement.
  • Draft rapid-response communications, meeting summaries, and congressional engagement materials.
  • Manage cross-functional projects, timelines, deliverables, and internal coordination associated with Federal Advocacy priorities.
  • Support preparation for congressional meetings, hearings, fly-ins, Board discussions, and other strategic engagements.
  • Build and maintain effective working relationships with member companies, congressional staff, and internal stakeholders.
  • Provide administrative, logistical, and operational support to the Chief of Staff and Federal Advocacy leadership, including scheduling coordination, meeting preparation, and operational planning.
  • Identify opportunities to improve processes, workflows, reporting tools, and communications practices that enhance the effectiveness of the team.
  • Perform other duties as assigned.

This role requires strong writing, research, and organizational skills, along with the ability to synthesize complex information into clear, actionable materials for a variety of audiences. Success will depend on the ability to build relationships, collaborate across functions, and execute multiple priorities in a fast-paced environment.

Experience / Requirements

  • Bachelor’s degree required.
  • Minimum of 2 years of relevant professional experience in government affairs, public policy, advocacy, congressional offices, trade associations, communications, project management, or related environments.
  • Demonstrated experience researching, analyzing, and synthesizing complex policy, legislative, or political information.
  • Strong writing, editing, and proofreading skills, including experience developing presentations, briefing materials, talking points, memoranda, or other communications products.
  • Excellent organizational and project management skills, with the ability to manage multiple priorities and deadlines simultaneously.
  • Ability to synthesize information and communicate it clearly and professionally for a variety of audiences.
  • Strong interpersonal skills and the ability to build effective working relationships across departments and with external stakeholders.
  • Experience supporting senior leaders, coordinating projects, meetings, or executive-level initiatives preferred.
  • Advanced proficiency in Microsoft Office Suite, particularly PowerPoint, Word, Outlook, and Excel.
  • Demonstrated attention to detail, discretion, sound judgment, and accountability.
  • Ability to work occasional early mornings, evenings, or extended hours in support of congressional activity, meetings, events, or other advocacy priorities.

Potential Salary

$78,200-105,500 per annum. Salary is commensurate with experience and other compensable factors.
